Republicans in Congress have been working relentlessly to roll back the progress that Democrats and President Biden have made toward addressing climate change and a transition to clean energy. So far in the 118th Congress, Republicans have voted 62 times to repeal clean energy incentives and climate action. This includes 36 votes on the House floor, 4 votes on the Senate floor, and 22 votes in committees and subcommittees. 

H.R. 1141 – Natural Gas Tax Repeal Act

Climate Attack: The Natural Gas Tax Repeal Act would repeal the Methane Emissions Reduction Program (MERP) included in the Inflation Reduction Act (IRA), which charges a fee for methane emissions from oil and gas producers and pipeline operators. Cutting methane emissions is one of the most immediate ways to address climate change.

1. February 28, 2023: The House Energy and Commerce Subcommittee on Environment, Manufacturing, and Critical Minerals approved H.R. 1141 by 13 to 7.

2. March 9, 2023: The House Energy and Commerce Committee approved H.R. 1141 by 26 to 21. 

H.R. 1140 – To Authorize EPA To Waive Clean Air Act Requirements

Climate Attack: H.R. 1140 would allow EPA to waive Clean Air Act requirements for critical energy resource facilities. 

3. February 28, 2023: House Energy and Commerce Subcommittee on Environment, Manufacturing, and Critical Materials approved H.R. 1140 by 13 to 6. 

4. March 9, 2023: The House Energy and Commerce Committee approved H.R. 1140 by 28 to 21.

H.R. 1435 – Preserving Choice In Vehicle Purchases Act

Climate & Clean Energy Attack: The Preserving Choice in Vehicle Purchases Act would amend the Clean Air Act to prevent states from regulating vehicle emissions. The White House issued an opposition statement that said the legislation would “restrict the ability of California and its citizens to address its severe air pollution challenges.”

5. July 12, 2023: The House Energy and Commerce Subcommittee on Environment, Manufacturing, and Critical Materials approved H.R. 1435 by 13 to 8. 

6. July 27, 2023: The House Energy and Commerce Committee approved H.R. 1435 by 26 to 22. 

7. September 14, 2023: The House passed H.R. 1435 (House Vote #391). 

H.R. 4468 – Choice in Automobile Retail Sales Act

Climate & Clean Energy Attack: The Choice in Automobile Retail Sales Act would prohibit EPA from implementing or enforcing a proposed rule concerning vehicle emissions. 

8. July 12, 2023: House Energy and Commerce Subcommittee on Environment, Manufacturing, and Critical Materials approved H.R. 4468 by 12 to 7. 

9. July 27, 2023: The House Energy and Commerce Committee approved H.R. 4468 by 27 to 23. 

H.R. 1023 – To Repeal The Greenhouse Gas Reduction Fund

Climate & Clean Energy Attack: H.R. 1023 would repeal section 134 of the Clean Air Act, which relates to the $27 billion Greenhouse Gas Reduction Fund established by the IRA. The fund implemented three grant competitions: the $14 billion National Clean Investment Fund, the $6 billion Clean Communities Investment Accelerator, and the $7 billion Solar for All competition. 

10. March 9, 2023: The House Energy and Commerce Subcommittee on Environment, Manufacturing and Critical Minerals approved H.R. 1023 by 11 to 6. 

11. March 9, 2023: The House Energy and Commerce Committee approved H.R. 1023 by 27 to 21. 

H.J.Res. 30 – Ignoring Climate Risks To Retirement Savings

Climate Attack: H.J.Res. 30 would nullify a Department of Labor rule that allowed retirement plan fiduciaries to consider climate change and responsible investing. President Biden issued a statement on his veto of H.J.Res. 30 that said the resolution would “prevent retirement plan fiduciaries from taking into account factors, such as the physical risks of climate change and poor corporate governance, that could affect investment returns.”

12. February 28, 2023: The House passed H.J.Res. 30 (House Vote #124).

13. March 1, 2023: The Senate passed H.J.Res. 30 (Senate Vote #35).

14. March 23, 2023: The House failed to override President Biden’s veto of H.J.Res. 30; however, all House Republicans voted in favor of passage (House Vote #149).

H.R. 1603 – Homeowner Energy Freedom Act

Clean Energy Attack: The Homeowner Energy Freedom Act would repeal a set of programs that provide rebates and training for energy-efficient appliances included in the IRA. 

15. March 24, 2023: The House Energy and Commerce Committee approved H.R. 1603 by 27 to 22. 

H.R. 1 – Polluters Over People Act

Clean Energy Attack: The Lower Energy Costs Act, dubbed the “Polluters Over People Act,” would repeal the $4.5 billion High-Efficiency Electric Home Rebate Program, $200 million in State-Based Home Efficiency Contractor Training Grants, and $1 billion for Technical Assistance for Building Energy Codes

16. March 29, 2023: The House passed H.Amdt. 142 to H.R. 1, which would prohibit the Secretary of Energy from regulating gas stoves (House Vote #171). 

17. March 30, 2023: The House passed H.Amdt. 167 to H.R. 1, which would require the Government Accountability Office to publish the potential adverse effects of wind energy development (House Vote #180). 

18. March 30, 2023: The House passed H.R. 1 (House Vote #182).

H.R. 2811 – Default On America Act

Climate & Clean Energy Attack: The Limit, Save, Grow Act of 2023 – Republicans’ attempt to raise the debt ceiling dubbed the “Default on America Act” – proposed cutting billions of dollars from nearly every climate, environmental justice, and clean energy tax incentive included in the IRA. 

19. April 26, 2023: The House passed H.R. 2811 (House Vote #199).

H.R. 3938 – Build It In America Act

Clean Energy Attack: The Build It in America Act would repeal clean electricity production and investment credits included in the IRA.

20. June 13, 2023: The House Ways and Means Committee approved H.R. 3938 by 24 to 18.

H.R. 1640 – Save Our Gas Stoves Act

Clean Energy Attack: The Save Our Gas Stoves Act prevented the Department of Energy from incentivizing electric stoves by setting energy conservation standards on the appliances.

21. May 12, 2023: The House Energy and Commerce Subcommittee on Energy, Climate and Grid Security approved H.R. 1640 by 20 to 10. 

22. May 24, 2023: The Energy and Commerce Committee approved H.R. 1640 by 31 to 18. 

23. June 14, 2023: The House passed H.R. 1640 (House Vote 268). 

H.R. 2670 – National Defense Authorization Act

Clean Energy Attack: The National Defense Authorization Act included an amendment that would prevent funds from being used for Executive Order 14082, relating to implementing the energy and infrastructure provisions of the IRA.

24. July 14, 2023: The House passed H.Amdt. 255 to H.R. 2670 (House Vote #326). 

25. July 14, 2023: The House passed H.R. 2670 (House Vote #328). 

S.J.Res.11 – Disapproving Of EPA’s Heavy-Duty Emissions Standards

Climate Attack: S.J.Res. 11 would disapprove of EPA’s heavy-duty emissions control program, including its standards and test procedures to cut pollution. President Biden issued a veto statement on the legislation, arguing that EPA’s rule was vital to cutting pollution, boosting public health, and advancing environmental justice. 

26. April 26, 2023: The Senate passed S.J.Res. 11 (Senate Vote #98).

27. May 23, 2023: The House passed S.J.Res. 11 (House Vote #232). 

28. June 21, 2023: The Senate failed to override President Biden’s veto of S.J.Res. 11, however, all Republicans voted in favor of passage (Senate Vote #167).

H.R. 3358 – Mission Not Emissions Act

Climate Attack: The Mission Not Emissions Act would prohibit any requirement for recipients of federal contracts to disclose greenhouse gas emissions and climate-related financial risk.

29. July 12, 2023: The House Oversight and Accountability Committee passed H.R. 3358 by 22 to 20. 

FY 2024 Appropriations Bills

H.R. 4366 – Military Construction, Veterans Affairs and Related Agencies

Clean Energy Attack: The FY2024 Military Construction, Veterans Affairs, and Related Agencies Appropriations Act included H.Amdt. 302 which would prevent funds from being used for Executive Order 14082, relating to implementing the energy and infrastructure provisions of the IRA.

30. July 26, 2023: The House passed H.Amdt. 302 to H.R. 4366 (House Vote #377). 

31. July 27, 2023: The House passed H.R. 4366 (House Vote #380).  

32. October 25, 2023: The Senate failed to pass S.Amdt. 1237 to S.Amdt. 1092 to H.R. 4366, with 47 Republicans voting in favor (Senate Vote #267). The amendment would prohibit funding from the Department of of Housing and Urban Development to be used towards an updated minimum energy efficiency standard for housing.

H.R. 4365 – Department of Defense

Clean Energy Attack: The House adopted H.Amdt. 384 to the FY2024 Department of Defense Appropriations Bill by voice vote. The amendment would prevent funds from being used for Executive Order 14082, relating to implementing the energy and infrastructure provisions of the IRA.

33. September 28, 2023: The House passed H.R. 4365 (House Vote #502).

H.R. 4367 – Department of Homeland Security

Clean Energy Attack: The House adopted H.Amdt. 433 to the FY2024 Department of Homeland Security Appropriations Act by voice vote. The amendment would prevent funds from being used for Executive Order 14082, relating to implementing the energy and infrastructure provisions of the IRA.

34. September 28, 2023: The House passed H.R. 4367 (House Vote #505).

H.R. 4368 – Agriculture, Rural Development, and FDA 

Climate & Clean Energy Attack: The FY 2024 Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Bill would rescind $3.25 billion from a rural clean energy program created by the IRA. It would also cut $500 million from the Rural Energy for America Program (REAP) and make deep cuts to water and waste grants.  

35. June 14, 2023: The House Appropriations Committee approved by 33 to 26 the 2nd amendment to H.R. 4368, which would reduce the funding for clean energy programs in the IRA from $3.25 billion to $1 billion.  

36. June 14, 2023: The House Appropriations Committee approved by 34 to 27 the 4th amendment to H.R. 4368, which would weaken REAP by requiring the remaining funds provided in the IRA to be available as loans rather than grants.

37. June 14, 2023: The House Appropriations Committee approved H.R. 4368 by 34 to 27.

38. September 27, 2023: The House passed H.Amdt. 350 to H.R. 4368, which would prohibit allocating funds to implement the Climate Corp (House Voted #429).

39. September 28, 2023: The House failed to pass H.R. 4368, with 191 Republicans voting in favor (House Voted #507).

H.R. 4394 – Energy and Water Development and Related Agencies

Climate & Clean Energy Attack: The FY2024 Energy and Water Development and Related Agencies Bill would rescind $5.58 billion from the IRA, including the $4.5 billion High-Efficiency Electric Home Rebate Program, $200 million in State-Based Home Efficiency Contractor Training Grants, and $1 billion allocated to Technical Assistance for Building Energy Codes. In addition, the bill would redirect IRA funding from the Department of Energy to the Office of Inspector General.

40. June 22, 2023: The House Appropriations Committee approved H.R. 4394 by 34 to 24. 

41. October 26, 2023: The House failed to pass H.Amdt. 492 to H.R. 4394, with 161 Republicans voting in favor (House Vote #532). The amendment would reduce funding for the Department of Energy’s Energy Efficiency and Renewable Energy program by $1.1 billion. 

42. October 26, 2023: The House failed to pass H.Amdt. 493 to H.R. 4394, with 137 Republicans voting in favor (House Vote #533). The amendment would eliminate funding for the Department of Energy’s Energy Efficiency and Renewable Energy program. 

43. October 26, 2023: The House passed H.Amdt. 520 to H.R. 4394, which would prohibit funding for the American Climate Corps (House Vote #550).

44. October 26, 2023: The House failed to pass H.Amdt. 529 to H.R. 4394 with 192 Republicans voting in favor (House Vote #556). The amendment would prevent funds from being used for Executive Order 14082, relating to implementing the energy and infrastructure provisions of the IRA. 

45. October 26, 2023: The House passed H.R. 4394 (House Vote #558).

H.R. 4665 – State, Foreign Operations, and Related Programs 

Climate & Clean Energy Attack: The FY2024 State, Foreign Operations, and Related Programs Appropriations Bill would rescind $11 billion from the Greenhouse Gas Reduction Fund established by the IRA.

46. July 12, 2023: The House Appropriations Committee approved H.R. 4665 by 32 to 27. 

47. September 28, 2023: The House passed H.Amdt. 457 to H.R. 4665 (House Vote #477). The amendment would prevent funds from being used for the Paris Climate Agreement. 

48. September 28, 2023: The House passed H.Amdt. 476 to H.R. 4665 (House Vote #490). The amendment would prevent funds from being used for the Special Presidential Envoy for Climate. 

49. September 28, 2023: The House passed H.Amdt. 479 to H.R. 4665 (House Vote #492). The amendment would prevent funds from being used for Executive Order 14082, relating to implementing the energy and infrastructure provisions of the IRA. 

50. September 28, 2023: The House passed H.R. 4665 (House Vote #500).

H.R. 4820 – Transportation, Housing and Urban Development, and Related Agencies

Climate & Clean Energy Attack: The FY2024 Transportation, Housing and Urban Development, and Related Agencies Bill would rescind over $380 million in Biden Administration initiatives including the Department of Transportation’s (DOT) Thriving Communities program related to Justice40. It would also reject $26 million to electrify DOT’s federal vehicle fleet, $92 million for the Federal Aviation Administration’s Environment, Energy and Sustainable Aviation Fuel Programs, $30 million for transit research initiatives related to climate, and $300 million in environmental justice grants.  

51. July 18, 2023: The House Appropriations Committee approved H.R. 4820 by 34 to 27. 

52. November 7, 2023: The House failed to pass H.Amdt. 638 to H.R. 4820, with 190 Republicans voting in favor (House Vote #614). The amendment would prohibit funds from being used towards the National Electric Vehicle Infrastructure Formula Program. 

H.R. 4821 – Interior, Environment and Related Agencies

Climate Attack: The FY2024 Interior, Environment, and Related Agencies Bill would rescind $7.8 billion from the Greenhouse Gas Reduction Fund and $1.4 billion in Environmental and Climate Justice funding included in the IRA. It would also rescind $55 million from the Council on Environmental Quality. 

53. July 19, 2023: The House Appropriations Committee approved H.R. 4821 by 33 to 27.

54. November 2, 2023: The House failed to pass H.Amdt. 534 to H.R. 4821, with 184 Republicans voting in favor (House Vote #568). The amendment would transfer funding away from the Counil on Environmental Quality.

55. November 2, 2023: The House failed to pass H.Amdt. 542 to H.R. 4821, with 166 Republicans voting in favor (House Vote #569). The amendment would strike funding for the Counil on Environmental Quality.

56. November 2, 2023: The House passed H.Amdt. 571 to H.R. 4821, which would prohibit funds for Executive Order 14008, relating to tackling the climate crisis at home and abroad (House Vote #581).

57. November 2, 2023: The House passed H.Amdt. 583 to H.R. 4821, which would prohibit funds from implementing certain Executive Orders relating to environmental justice (House Vote #585). 

58. November 2, 2023: The House failed to pass H.Amdt. 587 to H.R. 4821, with 196 Republicans voting in favor (House Vote #587). The amendment would prohibit funds for EPA’s Clean School Bus Program.

59. November 3, 2023: The House passed H.Amdt. 600 to H.R. 4821, which would prohibit the use of funds to implement a section of the IRA relating to increasing oil and gas royalty rates (House Vote #593). 

60. November 3, 2023: The House passed H.Amdt. 606 to H.R. 4821, which would prohibit funds from being used to carry out environmental justice activities (House Vote #594). 

61. November 3, 2023: The House passed H.Amdt. 607 to H.R. 4821, which would prohibit funding to implement Executive Order 14082, relating to implementing the energy and infrastructure provisions of the IRA. (House Vote #595).

Methodology: For this tracker, we compiled votes taken in the 118th Congress that included language to roll back climate or clean energy programs and funding, which were supported by the majority of Republicans. Legislation that would cut funding for climate or clean energy programs, or repeal emissions regulations were included. We included votes on amendments and bills made on the House and Senate Floors and in Committees and Subcommittees. Resolution votes were not included in the final count.
