Pennsylvania Republicans Betray Constituents, Vote to Raise Costs, Kill Jobs and Cut Investments in Pennsylvania

Washington, DC — Today, every Pennsylvania Republican Member of Congress voted for House Republicans’ extreme budget reconciliation bill—legislation that repeals clean energy investments and strips critical resources from Pennsylvania families, all while delivering new tax handouts to billionaires and big corporations. With a vote of 215-214, every vote cast by Republican members of Congress was a deciding vote that propelled this legislation forward. 

Pennsylvania Republicans’ votes directly threaten $1.34 billion in investments and 4,962 new clean energy jobs in Pennsylvania by repealing the clean energy tax credits of 2022. Despite previously voicing concern over eliminating these tax credits, Reps. Ryan Mackenzie (PA-07), Rob Bresnahan (PA-08), and Brian Fitzpatrick (PA-01) all voted for the bill. Meanwhile, Rep. Scott Perry (PA-10) criticized the bill for not going far enough in eliminating clean energy funding, despite celebrating clean energy projects creating thousands of jobs and generating millions in investment in his district. These members, along with every other Pennsylvania House Republican, have now put corporate giveaways ahead of Pennsylvania workers, manufacturers, and families. 

“Pennsylvania House Republicans just voted to create an American energy crisis. These same members have celebrated ribbon cuttings, touted new projects, and promised to protect the very investments they just voted to eliminate. This is a reckless betrayal of their constituents, done to appease Donald Trump and billionaire donors,” said Climate Power Executive Director Lori Lodes. “But this fight isn’t over. Senate Republicans have made it clear the House bill is unacceptable. Every single House member who voted to risk jobs in their districts, drive up costs, and threaten made-in-America energy will have to answer for that vote back home.”

The GOP bill would raise energy costs and devastate American clean energy manufacturing while ripping away health care from millions and driving up the deficit—all to pay for another round of tax cuts for the ultra-wealthy. 

According to Climate Power’s April 2025 Clean Energy Jobs Report, 12 of Pennsylvania’s 20 clean energy projects started since the clean energy tax credits went into effect are in Republican-held districts. This makes up 60% of all new projects, 47% of all new investments ($631.3 million), and 55% of new jobs in the state (2,731 jobs).

Republicans’ extreme bill puts these gains at risk by gutting clean energy tax incentives. Since President Trump’s election, Pennsylvania has already lost two clean energy projects, comprising $182.6 million in investments and 901 clean energy jobs. The bill is a direct assault on Pennsylvania manufacturing and energy production, and on working people across the state.
